Vermont BackgroundThe American Federation of Teachers which is affiliated with the AFL-CIO has been working to unionize not just home based family child care providers but also larger centers such as the Boys and Girls Club. Providers have fought the effort off and were successful during the 2012 and 2013 legislative session preventing the bill from becoming law.
