The American Federation of Teachers which is affiliated with the AFL-CIO has been working to unionize not just home based family child care providers but also larger centers such as the Boys and Girls Club. Providers have fought the effort off and were successful during the 2012 and 2013 legislative session preventing the bill from becoming law.
The strong arm tactics used by the AFL-CIO were one of the many reasons the bill lost support in the legislature.

On December 9th, the Vermont child care providers made history when they defeated the AFT in a child care union election. This victory by 20 ballots was upheld after the AFT tried having the results thrown out.
