Pennsylvania Background

In June of 2007, Governor Rendell issued Executive Order 2007-06 which ordered an election of registered family child care providers. http://www.portal.state.pa.us/portal/server.pt?open=512&objID=708&PageID=224602&mode=2&contentid=http://pubcontent.state.pa.us/publishedcontent/publish/cop_general_government_operations/oa/oa_portal/omd/p_and_p/executive_orders/2000_2009/items/2007_06.html

He also issued Executive Order 2007-07 which ordered an election of license exempt providers. http://www.portal.state.pa.us/portal/server.pt?open=512&objID=708&PageID=224602&mode=2&contentid=http://pubcontent.state.pa.us/publishedcontent/publish/cop_general_government_operations/oa/oa_portal/omd/p_and_p/executive_orders/2000_2009/items/2007_07.html

Shortly afterwards, an election was conducted with a unique union called Child Care Providers United, a joint venture of SEIU and AFSCME. As with all child care union elections, voter turnout was low. The majority of ballots returned in the unions favor and the election results were certified.

About eight months later, a second union election of the licensed exempt providers took place with the same results. Low voter turnout but a majority of those who returned ballots voted for the union.
