Oregon BackgroundIn 2007, the Oregon, after the Governor issued an Executive Order unionizing providers, the legislature passed SB 788 which created two separate bargaining units. SEIU represents the unlicensed caregivers while AFSCME represents the licensed providers.
The Legislative Fiscal Office estimated that the initial contracts would cost the State around 75 million dollars. http://www.leg.state.or.us/comm/sms/fis07/fsb0788a04-30-2007.pdf In the contract for licensed providers, the union was not successful in negotiating a raise in the child care assistance reimbursement rates. For the 2012 - 2013 fiscal year, the 2007 rates still applied. They were not successful in negotiating health insurance into a contract for the providers. http://www.oregon.gov/DAS/CHRO/docs/lr/11_13_AFSCME_Child_Care_Contract_Final.pdf *Effective January 1st, 2008, AFSCME International and AFSCME council 75 implemented a new dues system that was based off a percentage rather than a flat fee. With this new system, dues would be 1.27% of base salary with a $15.00 per month minimum and a $55.00 per month maximum. Locals had the option of increasing the minimum and maximum amounts and and adding an additional per member fee. At this time, we don't have the exact dues amount but because the child care union falls under AFSCME International and AFSCME Council 75, it appears this dues structure would apply to the child care providers as well. Fair share fees were $25 per month as of October of 2009. |
